Political analyst Rogers Barigayomwe has praised President Yoweri Museveni for what he described as a calculated political strategy in appointing a Cabinet dominated by mobilisers rather than technocrats.
Speaking on Thursday evening during the Frontline on NBS Television, Barigayomwe argued that Uganda possesses a large pool of competent technocrats who could effectively serve in government, but political considerations appeared to take precedence in Cabinet appointments.
“This country has many experienced technocrats, but we’ve chosen political mobilisers to be ministers,” Barigayomwe said.
He suggested that the appointments reflected President Museveni’s long-standing emphasis on political mobilisation and grassroots support as key pillars of governance.
Barigayomwe also weighed in on the performance of Prime Minister Robinah Nabbanja during her 2021–2026 tenure, praising her hands-on approach and accessibility to ordinary citizens.
He contrasted Nabbanja’s leadership style with that of former prime ministers Amama Mbabazi and Ruhakana Rugunda, whom he said projected a more elite image while in office.
“Prime Minister Robinah Nabbanja was willing to go on the ground,” Barigayomwe stated.
His comments come amid ongoing public debate over the composition of Cabinet and the balance between political loyalty, mobilisation capacity and technical expertise in government leadership.
